All one bedroom flat in London don't have the same rent, depending on where, the rent could double. Landlords have determined a set price based on competitive prices and meeting their expenses, that you are a student,, handicapped, single parent with 10 kids doesn't come into it.

i just moved into a new place about 2 weeks ago and my neighbor ha 3 huge loud as f@ck stupid dogs that bark and HOWL all night and all morning long.i havent had a full night sleep in a week.is there anyway to sound proof my bedroom window?

Make sure the window has all the seals intact; oftentimes they can be dried out or missing. If you don't have double-pane, that could be a problem. Other than that, you could buy a large (thick) piece of foam to place over the window every night to muffle the noise.
You should also check your local city code. There is such a thing as "right to quiet enjoyment" and most cities/towns have regulations in place where noise is not allowed after 10-11pm. You don't want to alienate your neighbors, but you probably don't want to confront them about it since you just moved there. You can, however, place a call to the police to complain about the noise, and it can remain anonymous.
Other than that, I would suggest ear plugs. But, you would have to set your alarm loud enough to hear it and it may not be a viable option if you feel insecure for any reason; not being able to hear a knock on the door or the sound of intruders could worry you.
